After an eternity of searching I have finally tracked down this show!
Program name is Anata Dake Mienai, a Japanese TV Drama that aired in 1992. Not sure on the actress name as it's been quite a few years since the show came out. Here is a link to tudou which hosts a slightly better version of the file. Starts at the 20:48 mark. Tried to download it for you guys but tudou makes you download software to download their videos and my antivirus went off when I tried to use it. Sorry I don't have an upload for everyone but hopefully the access to a better quality makes up for it. Happy holidays everyone!
