There's a lot happening in this pic. It's pretty daring when you consider there is no tablecloth and the table itself is not solid. The woman is probably not going to do that to the guy for a long time, or go very far up his leg. Her action is most likely a way of saying, "Hey, I'm here and I think you and I should fuck later on today."

I normally try to put a backstory with each photo I see, and I wonder about this one. Is this just an isolated advance, or does the guy have a foot fetish and she's taking advantage of it?
Ideally the next pic would show them at dinner with both girls having one foot on a different part of his leg or crotch. The twist is that neither knows the other is doing this.
