These ladies do not "play" with their shoes. The only reason they take their shoes off at work is because they have sore feet. Nine times out of ten, they cannot refrain from removing their shoes as their feet are really bothering them. You may notice that most of these women are wearing high heels. Some pumps, some with straps and buckles. Women wearing pumps just find it too easy to slip off their shoes for some quick relief, even if their feet are not hurting too much, hoping no one would notice. The ones wearing strapped heels are the most sexy. These women, especially the attractive ones, usually refrain from loosening their shoes until they can't stand it anymore. It is always a pleasure to catch these chicks loosening their buckles for some quick relief in the middle of work. They look so sexy and vulnerable taking their shoes off for some form of relief. I give credit to those who are able to catch them actually loosening their shoes or boots, followed by a good crunching of toes or quick foot rub which drives me insane!! Better still, to catch any chick having their shoes loosened by their boy friends or colleague. They then allow their feet to be massaged as they would yearn for some comfort immediately when their shoes are removed!!

My impression (and I've watched a lot of shoeplay) is that some women do play with their shoes for amusement. More commonly younger than older, but I have seen older. For example, shuffling and twirling are plainly for amusement. A woman with hurting feet is going to dangle or simply take the shoes off, although some dangling is obviously playful.

Hurting/aching feet is definitely one of the main factors but there's also another main reason in my opinion. Many ladies (like my GF and the older ones) have developed this "habit" of either taking off their shoes, dangle or dip over the years. It becomes a like "2nd nature" to them and its just something they do on "auto pilot" whenever they sit or stand around waiting n doing nothing!
