Movie "The Ranch" (2004)

This TV movie has a scene where Bonnie Root is sitting with a guy on edge of swimming pool. They both have their bare feet in the water and she uses one of her bare feet to touch one of his. There's a second scene with another actress. She sits next to guy in bar and to get his attention puts her feet (in rather ugly shoes) up on his thigh.
