It plays in VLC Media Player which can be downloaded for free from here -
http://www.videolan.org/vlc/
You're not missing much with this particular clip though as its a tiny (5 second) file, the picture quality is very poor and the part that the OP is referring to is literally over in the blink of an eye.
Having said that the VLC player is still worth having because it plays almost any type of multimedia file.
