That is Tokyo
a part of Tokyo where no Gaijin (non-Japanese, foreigner, outside person - see Wikipedia) is allowed to enter...
There are clubs for foot fetish, pantyhose fetish... all kind of imaginable fetishes, it's a closed part of a city, and if you are not from Japan you cannot enter that part of Tokyo since there are guardians at the entrance.
