Movie "Small Time" (1996)

This is the American movie with Darren McGavin, not the British movie from the same year with the same title. Some drug dealers are in an abandoned house in the middle of nowhere and one gets some hookers to visit. During the party, one guy is brought by a whore to stand in front of another whore who has her feet (in sandals) up on chair as she play with herself. The first whore starts undoing the guy's clothes and the one on the chair stretches out a foot, still in high heel sandal and checks out the guy's package with it. He's in his shorts by now. She says something like "What a man". Then this guy finds out the guy who brought the hookers has given them some of the drugs, and he walks away angrily. Not to my taste as she keeps shoe on and the angle is not great but definitely a scene for the site. I was not able to identify actor or actress.
