Where do you live? I live on Los Angeles and I see women dressed like that all the time. However when I went Iowa over the holidays, I did note that most the people there were dressed as though they were ready to go on an episode of Hee Haw or Jerry Springer. I was also astonished to find the continuing existence of what I can only call "Midwest hair" (sort of like what you see on the cartoon character Peggy Hill).
I hadn't remembered
Iowa as being so cringe-inducingly hickish.

Let me rephrase-- They DO wear them, but usually in a work environment, not in places like parks. You'll see them in office buildings wearing nice shoes, and I do see them at coffee shops, assumedly meeting with clients. But its very difficult to see them outside of a business setting. Even in church you won't see them. In church, I see flipflops and sneakers on most of the women. It looks like a classroom half the time. Many women also change. About 2 weeks ago, I observed a woman in a formal setting. She was wearing a business suit and sneakers. She stood beside her car, removed the sneakers and put heels on, so you know the minute she returned to the car, the heels came off again. The chinese women in these photos are wearing classy heels in locations American women will NOT. So, to clarify, they DO dress like this, but only in limited settings and for fewer purposes. You will not see women dangling sexy high heels while on park benches. They'll be in sneakers or flipflops, if they go to park benches at all.
